Eaglehawk had rapid growth fueled by its booming gold-mining industry, transitioning from alluvial digging to deep quartz reef mining. The population grew to approximately 40,000 during the initial gold rush period that started in 1851.
The city saw the establishment of the Borough of Eaglehawk in 1862 and the construction of more substantial buildings, such as the Camp Hotel (1865) and the Victoria Hotel. During this period, the local economy also expanded beyond mining to include various businesses and services, though the health risks associated with deep mining were significant.
